For centuries, there was friction between successive Princes of Edinburgh and of Leith. In the middle of the 20th Century, political maneouvering at the Monarch’s court resulted in the abolishment of the domain of Leith and the appointment of the then-Prince of Leith as the Prince of Edinburgh’s Seneschal, by decree. Resentment simmered just below the surface for some decades, but revenge, assassination and treachery erupted as soon as it became clear that the Monarch’s bureau was no longer effective.
This civil war within a civil war culminated in the newly declared Prince of Leith releasing 3 re-awoken Morbus in Edinburgh itself, in a move that was ultimately self-destructive. The week of nightly blood hunts and running fights that followed almost blew the Masquerade entirely, and apparently drew the attention of some very serious Hunters. Over a single day, almost half of the kindred in the city were destroyed by humans. The next night they attacked the panicked meeting the survivors were having at Elysium, and burned it down. Less than 5 kindred survived and they fled as refugees.
Over the course of a few months, a number of small coteries and single vampires attempted to find out what had happened or move in. None were heard from again. That was a number of years ago, and it’s possible that another attempt would be successful, now that there isn’t a war going on across the country.
The PCs are that attempt. They may be returning refugees, exiles from elsewhere, childer just released and wanting to strike out or anyone else with a reason to want to settle in a new and dangerous city.
At the start of the game there will be no local organisation in place.
